        Project STARCROSS Mission Statement and Charter

        1. Project STARCROSS was founded in 1990 by an UNSECSOC joint decree and operates under UNSECSOC authority.
        2. Project STARCROSS is based at Cheyenne II and Peterson AFB in the United States.
        3. The purpose of Project STARCROSS is to provide intelligence and to undertake security operations Offworld. This includes "alternate Earths". Also, team jurisdiction is also provided for on Earth should local actions be necessary.
        4. Project STARCROSS Command reports directly to the N Commitee of UNSECSOC.
        5. Project STARCROSS personnel report and operate through the Project STARCROSS Chain of Command structure as defined below.
        6. Project STARCROSS personnel will operate at all times according to the Project STARCROSS Operational Guidelines as defined below.


        Command Structure
        The Project STARCROSS chain of command is as follows. This command reports to the N Commitee of UNSECSOC.

        1. Brigadier General Vernon Alexander, Commanding Officer
        2. Dr. Jon Jamison, 2IC, commander STARCROSS 451, Science Team Lead
        3. Colonel Jack Taylor, 3IC and STARCROSS Field Commander
        4. Captain Sarah Capristo, 4IC and Project STARCROSS Base Commander

        STARCROSS Operational Guidelines

        1. Project STARCROSS personnel will conform to the Project STARCROSS Chain of Command.
        2. Project STARCROSS personnel will be answerable to the U.S. Uniform Code of Military Justice.
        3. Project STARCROSS personnel will at all times act in a manner befitting a guardian of the public trust.
        4. Project STARCROSS personnel will at all times abide by the Project STARCROSS Adminitrative rules regarding security and other matters.
        5. Project STARCROSS personnel are charged with the exploration of all Offworld locations.
        6. Project STARCROSS personnel will place the security needs of the Earth community before all other considerations.
        7. Project STARCROSS personnel will operate at all times with appropriate restraint and moral character.
        8. Project STARCROSS personnel are charged with the defense of the Earth and the Earth community, both Offworld and on Earth itself.
        9. Project STARCROSS personnel are to obey all Earth International Laws when operating on Earth unless this Guideline unavoidably conflicts with Guideline 6.
        10. Project STARCROSS personnel are to operate Offworld in a manner befitting a representative of the Earth Community.
        11. No Project STARCROSS personnel, living or deceased, shall be left behind on any mission unless absolutely necessary.
