        Campaign Power Level Guidelines


        Attacks

        7d6- is very low for a super. Characters with attacks this low might be super-agents or support characters. They are not really equipped for dealing damage on a super-powered level. They might have exceptional defenses, DEXes/CV's, SPD, or miscellaneous abilities.

        8-9d6 is low for a super, but still usable. Characters with high defenses, DEXes/CVs, SPD, or miscellaneous abilities might have attacks in this range.

        9-11d6 is mainstream for a super. Most characters should fall into this range. This is appropriate for characters for whom combat damage is neither a central focus nor a weakness.

        11-13d6 is high for a super. Only characters who have combat damage as a major ability should have attacks in this range. Characters who have attacks in this range cannot rate high in any other area unless they are sub-par in some other area to make up for it.

        14d6+ is extreme for a super. Only very focussed characters whose signature power is damage can have attacks in this range. Characters who have attacks in this range must be clearly sub-par in at least one other area to make up for it.

        Defenses

        17 DEF- (or equivalent) is very low for a super. Characters with defenses this low are not really equipped to take super-powered damage. They may be support characters, or may have exceptional attacks, DEXes/CVs, SPD, or miscellaneous abilities.

        18-22 DEF is low for a super, but still usable. Characters with high attacks, DEXes/CVs, SPD, or miscellaneous abilities might have defenses in this range.

        22-26 DEF is mainstream for a super. Most characters should fall into this range. This is appropriate for characters for whom defense is neither a central focus nor a weakness.

        26-30 DEF is high for a super. Only characters who have defense as a major ability should have defenses in this range. Characters who have defenses in this range cannot rate high in any other area unless they are sub-par in some other area to make up for it.

        31+ DEF is extreme for a super. Only very focussed characters whose signature power is defense can have defenses in this range. Characters who have defenses in this range must be clearly sub-par in at least one other area to make up for it.

        DEX/CV

        DEX 17-/CV 6- are very low for a super. Characters with DEXes/CVs this low will have considerable trouble in super-powered combat. They may be support characters, or may have exceptional attacks, defenses, SPD, or miscellaneous abilities.

        DEX 18-22/CV 7-8 are low for a super, but still usable. Characters with high attacks, defenses, SPD, or miscellaneous abilities might have DEXes/CVs in this range.

        DEX 23-28/CV 9-11 are mainstream for a super. Most characters should fall into this range. This is appropriate for characters for whom DEX/CV is neither a central focus nor a weakness.

        DEX 29-32/CV 12-14 are high for a super. Only characters who have DEX/CV as a major ability should have DEX/CV in this range. Characters who have DEX/CVs in this range cannot rate high in any other area unless they are sub-par in some other area to make up for it.

        DEX 33+/CV 15+ are extreme for a super. Only very focussed characters whose signature power is DEX/CV can have DEX/CV in this range. Characters who have DEX/CVs in this range must be clearly sub-par in at least one other area to make up for it.

        SPD

        SPD 3- is very low for a super. Characters with SPD this low will have significant trouble holding their own with other supers. They may be support characters, or may have exceptional attacks, defenses, DEXes/CVs, or miscellaneous abilities.

        SPD 4 is low for a super, but still usable. Characters with high attacks, defenses, SPD, or miscellaneous abilities might have DEXes/CVs in this range.

        SPD 5 is mainstream for a super. Most characters should fall into this range. This is appropriate for characters for whom SPD is neither a central focus nor a weakness.

        SPD 6 is high for a super. Only characters who have SPD as a major ability should have SPD in this range. Characters who have SPD in this range cannot rate high in any other area unless they are sub-par in some other area to make up for it.

        SPD 7+ is extreme for a super. Only very focussed characters whose signature power is SPD can have SPD in this range. Characters who have SPD in this range must be clearly sub-par in at least one other area to make up for it.

        Miscellaneous Abilities

        These are not really quantifiable. Please use good judgement. (I can't believe he really said that. -Ed.) The GMs will gauge your miscellaneous abilities as Very Low, Low, Mainstream, High, or Very High, based on what they think their influence will be on the game.

        Powers to watch especially closely are powers that can synergetically add to the four main types of abilities. Some examples would be Darkness (effectively increases CV by creating a hostile environment), Assorted Defenses (effectively increases defenses by reducing the number of ways the character can be harmed), Absorption (could potentially affect any sphere on influence, depending on what is Absorbed and what it goes to), etc.
