The Capes of Wrath

A very comic-bookish villain team featuring Kirbyesque grand schemes and solliloquies. Not to be taken as a joke, however... Membership includes Master Menace (the leader), Destructicon, Polly Poison, Terminator, and Necromage.

The Chessmen

A well-funded and careful group with considerable resources. Their motives are not entirely clear; in many ways, it seems as though all of their capers have been building towards something, but it's not at all clear what. Membership coincides with the pieces of one side on a chess board. There are eight high-powered agents (The Pawns), and a unique super villain for each of the pieces. The group is led by a genius inventor (The King) and a power-mad sorceress (The Queen).

The Chosen

Little is known about this group, but it is believed to be run by Alen Wright, the genius billionaire who is most famous for founding the Sentinels superhero team.

The Circus of Crime

A bitter and violent group whose common link is a circus motif and modus operandi. They tend towards greed, with a touch of Terror For Terror's Sake thrown in. Known members include Chuckles The Clown, Big Top, Highwire, Fat Lady, Strongman, and their leader, The Ringmaster.

Crime Coalition

Ion, Iron Bolt, Hurricane, Ferret, Dreadnought, Mirage, Razor, Nebula, Mercury, Monolith.

What happens when one of the world's leading designers of hand-held laser weaponry has a nervous breakdown? A mercenary assassin is born. DeadEye makes himself available to the highest bidders. To date, he is known to have killed heroes Silver Serpent and Stalker, and more than a dozen Big City police officers.

The Destruction Crew

Contractor, Wire, Rusty, Massonary [sic], Tar, and Windstorm.

D.I.C.E.

A team of mercenaries that specializes in theft and taking extreme risks.

The Dogs of War

A team noted for the stealing of government Defense projects. They are a military style unit whose motive seems to be building the Ultimate War Machine. The most recent cast of characters consists of Tank, Copter, Jet, Sub, and their unseen leader, The General.

The Elements

In ancient times, philosophers believed the world's component parts could be traced back to four elements - fire, air, earth and water. Their manifestations - volcanic eruptions, tornadoes, earthquakes and tsunami - have become rarer and yet more intense during the intervening centuries. Beginning in the mid-1980s, such intense meteorological phenomena have been immediately followed by the appearance of four humanoid figures dubbed The Elements who have added to the resulting destruction.

Hitchhiker

"Hitchhiker," as he was dubbed by Furies' Shocker who first discovered him on a stretch of highway on the outskirts of Big City, is a cosmic bounty hunter. He is known to have great strength, considerable skills in hand-to-hand combat and a firearm capable of damping even the most extraordinary healing abilities of paranormals.

Incindiarite

An extremely powerful and completely malevolent being comprised of swirling energy.

The Inheritors

Lead by wacko geneticist Robert Eischen, this group of super-powered neo-Nazis (Purifier, Captain Aryan and Mongrel Man) hope to enslave anyone who does not fall within their strict definition of "pure" human beings. The group has launched some co-operative endeavors with the anti-mutant organization Genocide.

The Monarchs

A team consisting of the members of a baseball team who all gained powers unexpectedly at the same time. Many members of the team were psychologically unable to handle the experience and became mentally ill. All of them were thrown out of professional baseball and found themselves without their accustomed niche in the world. They have since turned to crime. Some of the members are in it strictly for the money, while others (the more unbalanced ones) revel in their power and destruction. Members are Pitchback (C), Stretch (1B), Pivot (2B), Short (SS), Hot Corner (3B), Slugger (LF), Flycatcher (CF), Cannon (RF), Fastball (SP), and Fireman (RP). They are led by The Manager.

Darby O'Blackheart

Some other time or dimensions spawned this thoroughly evil little creature. He claims to be a leprechaun, and wields massive magical powers to back the claim up. He can alter the luck of a target with extreme and immediate results for either good or ill (usually ill). He's also been known to teleport, travel dimensions, transform objects and create powerful Illusions. He seems to be obsessed with gold and will do nearly anything to get as much of it as possible.

Pentagram

A team of villains bent on conquering the world- how unusual! The team is comprised of Missile, Smother, Red Devil Bot, Negator, and Laser. The behind-the-scenes leader of this team, a hooded figure known as Mastermind, is rarely seen.

Shocker

The villain who single-handedly brought down Furies.

The Survivalists

An odd collection of villains formerly known as The Council For Survival. Their motives appear to be centered around helping world governments and societal structures to collapse, with an eye towards putting themselves on top of the new order that takes their place. Known members include Black Bear, Inviso, Dream Reaver, and Thunderhawk. The group is believed to have a leader named Positron, though he has rarely been seen.

XMUTE

A team of seasoned supervillains dedicated to mutating all normal humans to what they see as the next level of evolutuion, forcibly if necessary. XMUTE's known members are Strongarm, Ice Lord, Strike and Proton. They are led by Dr. Psychon.
