
What is a LIP Pack?
It was recognized early on the Morrow teams could not succeed on their own- they had to have the assistance of locals. Ideally, a team would form the core of a larger community working towards rebuilding.
From a defensive point of view this was also true. A lone Morrow team could not hope to hold it's own for long against a vastly larger opposing force. It was clear that the teams would need to enlist & train locals to fight in the cause if the need arose. Thus the LIP pack was created as a basic issue for these people. If need be, these trained locals could then form the cadre for an even larger group.

The packs are part of what is called a Unit Issue. Each U.I. contains 10 LIP packs, a Support Pack, and a Command Pack. There is also 5,000 rounds of .30 Carbine FMJ and 2000 rounds of .45ACP.
Basically, the Support Pack contains some refills for the expendibles in the LIP packs as well as armorer's tools & spares for the LIP firearms. The Command Pack contains training materials such as books & lesson plans, as well as manuals to guide the Project personnel in working with the locals. It also contains some signal gear like flares and such. I won't detail the contents of these packs any further, you can make them to suit your needs.

Notes on the Contents
The coveralls in the LIP pack are made of Resistweve like the standard Project issue but they are brown instead of green, and instead of the Morrow Project and team patch on the shoulders they have an American flag patch on each. (If you want you can replace the American flag with whatever you deem is appropriate.) The rucksack is a standard USGI medium ALICE pack without the frame. The ammo provided (in 50-round boxes) was enough to load the mags/clips and have extra left over to be carried in the pack. The AN/PRC-68 Mk III is a special variant that can transmit & receive on only one frequency. All the team's regular radios can transmit/recieve this frequency (as well as others). The food issued was more of the MRE/C-Ration style which was assumed would be more readily accepted by the locals.
The idea was to equip the prospective LIP with the weapons & gear that made them an effective aid to the team while at the same time issuing weapons which required minimal training. Also there were no weapons like grenades or anti-armor weapons issued, in case an armed LIP turned against the team. That way they would be less likely to be able to wipe out an entire team with one blow.
Another factor that infuenced the design of the LIP packs was the cost. Aside from the radio and Project coveralls, this stuff is all cheap even though the quality is high. You could buy it all tomorrow for less than a thousand dollars even at full retail.
